At the courthouse earlier this week, the Rappahannock County Sheriff’s Office held a promotion ceremony and a small party for (front row, from left) James Anthony “Tony” Sisk, the county school resource officer since 2008, who was promoted to lieutenant; Lt. J.C. Welch, investigator the last two years, promoted to captain; Sgt. Jamie Phillips, promoted to lieutenant and chief jailer; Angela Deavers, a patrol deputy since 2003 and acting supervisor for the past year, promoted to sergeant, and (back row, from left) Gary Jenkins, who becomes the new school resource officer.
