Simply a plan, not laws

While considering its shortcomings, it is the Comprehensive Plan which is being finalized — not ordinances which subsequently implement and enforce its provisions.

Unlike laws, a plan is unlikely to be challenged in court. Rappahannock is incomparably different — let’s keep it that way
